The remaining arches are 12m tall.</p><p>The President visited the new airport terminal building located in Clark, Pampanga, Saturday and lauded the “massive achievement” that would benefit the people. The new passenger terminal will have a capacity of eight million passengers a year, double the existing capacity of the Clark airport.</p><p>“I just hope that the local economy can absorb the number of people coming to visit the Philippines,” the President said in his speech.</p><p>“It will surely help decongest traffic at the busy Ninoy [Aquino] International Airport and provide a better flying experience for locals and tourists alike,” he said.</p><p>The President has commended the Department of Transportation, Bases Conversion and Development Authority as well as partners from the private sector for the completion of the new passenger terminal in Clark airport. It is considered a major project of the administration’s “Build, Build, Build” program.</p><p>The new terminal will start handling international passengers in September, DOTr announced last June. Also, the capture of the Philippines was necessary to control the shipping routes between Japan and Greater East Asia Co-Prosperity Sphere, which consisted of Japan-occupied countries during World War II. At Takao Naval Air Base, 27 Mitsubishi G4M Type 1 land attack bombers of the Takao Kokutai took off on 8 December 1945, at 9:30 a.m. with Clark Field as their target. At 12 noon, Clark Field received warning of the approaching airstrike. Thirty five minutes later, 53 Japanese bombers dropped down bombs on Clark Field, followed by the Zero pilots descending to strafe the field thoroughly. While a few American P-40’s were airborne, they could not provide counter attacks as they were poorly positioned. Twelve of Clark Field’s seventeen B-17 planes were destroyed, while 34 P-40s were destroyed on the ground and in aerial combat.</p><p>Earlier, 11 B-17s had been flown to safety to Mindanao before the attack, while 2 remained unscathed as they were on reconnaissance missions. It turned out that his condition was a prelude to a series of heart attacks that led to his death at 9:23 in the evening. The president’s body was brought to Manila the following day on a special train that reeached Malacañang at 9:20 a.m.</p><p><b>BOB HOPE’S USO SHOWS IN CLARK AIR BASE, 1966, 1967, 1972, 1987</b></p><p>From 1964 to 1972, the famous stand-up comic Bob Hope entertained U.S. troops in Southeast Asia, in his annual Christmas USO (United Services Organization) shows. The one-man moral booster machine took his shows to Vietnam, Laos, Guam, Thailand. Diego Garcia, Wake Island, and Clark Air Base in the Philippines, which he described as the “Country Club of the Pacific”. In January 1966, Hope arrived in Clark and was welcomed by the base commander Lt. Gen. James Wilson. His show that year featured Phyllis Diller, Chris Noel, Joey Heaherton and regulars Les Brown and his Band of Renown. By Christmas 1967, the number of American military in Vietnam had reached almost 500,000, resulting in massive crowds and making Hope’s appearances even more important for boosting morale. He was welcomed by gen. Benjamin O. Davis in Clark where his shows featured Raquel Welch , Barbara McNair, Phil Crosby and Miss World, Madeleine Hartog Bell. His last stop in Clark was for his 1987 USO show which was taped for TV entitled “'Bob Hope`s USO Christmas from the Persian Gulf-Around the World in Eight Days”. Guests included Barbara Eden, Lee Greenwood and Connie Stevens.</p><p><b>POWs HOMECOMING, February 12, 1973</b></p><p>On the year 1968, Richard M. Nixon was elected as the new U.S. president and he began move to end the conflict in Vietnam. The number of American forces in Southeast Asia was also substantially reduced. His policy was to give continued support to non-communist SEA countries, while lessening military presence in the areas. One immediate U.S. demand to North Vietnam was for the full release of American POWs and an accurate accounting of servicemen missing or killed in action. It was in 1972 that an agreement was reached for the repatriation of prisoners, and Clark Air Base as designated as the point of the POWs return from Hanoi. “Operation Homecoming” thus began on 12 February 1972 when a C-141A Starlifter transport jet took off from Hanoi and the first flight of 40 U.S. prisoners of wars began their journey home. Arriving at Clark at around 4:15 P.M., the POWs returned to a hero’s welcome, received by Adm. Noel Gayler, Commander-in-Chief of the Pacific Command; Lt. Gen. William G. Moore, 13th Air Force Commander; and Air Force Sr. Master Sgt. Homer E. Henderson, Joint Information Bureau Asst. Non-comm. O-I-C. A second group followed on February 18, until all the 591 POWs were returned home by late March 1973. Marcos was given a safe passage with helicopters from Clark Air Base's 31 ARRS picking him up at his Presidential palace, and flying him to the Clark airport. There, he and his retinue transferred to a C-9A and were flown first to Guam’s Hickam Air Force Base enroute to Hawaii</p><p><b>FILIPINO EMPLOYEES’ STRIKES ROCK CLARK, 1971, 1983, 22 March 1986</b></p><p>On the first time that Filipino employees went on strike in Clark was when they stage a walk-out on 3 March 1971. This came a time when ant-American sentiments was at its most high. The strike was ended after 3 days, but only 4 months later, on July 25, a bigger strike followed that lasted for 25 days. Another strike happened in October 1983, when thousands of Filipino workers went on indefinite strike today over demands for wage increases. Pres. Reign was due to visit that year, but the trip was called off. But the most serious civilian employees strike was stage on 22 March 1986. When it was clar that an eruption was imminent, Clark mounted a massive evacuation of 15,000 U.S. personnel and their dependents on June 10. The major June 12 eruption dumped tons of ash on Clark. But another eruption in June 15, exacerbated by passing typhoon Yunya, further cause massive damages, and all but buried the military base in a sea of ash, mud, pyroclastic materials and lahar. About 2,500 servicemen and women stayed on to provide security and try to maintain basic services. Meanwhile, the extension of the Military Bases Agreement was rejected by the Philippine Senate, and was due to expire on September 16. Driven by budgetary realities (it would tae $500 million to rehabilitate Pinatubo-damaged Clark) and nature's explosive whims, the U.S. did not renegotiate anymore and agreed to leave Clark Air Base in 1992 but keep the sprawling Subic Bay Naval Base for 10 more years. The U.S. Air Force formally transferred entire Clark to the Philippines on 26 November 1991, ending its 100 years in the Philippines. On 24 November 1997, the last U.S. forces left the Philippines.</p><p><b>CLARK AIRPORT BEGINS COMMERCIAL OPERATIONS, 1995</b></p><p>When the airport was rehabilitated from the damaged US Clark Air Base that was closed in 199. After two years of cleaning up debris and lava, the Clark Special Economic Zone was opened on the site with the airport at the center. In 1995, the Clark International Airport Corporation was established to manage the airfield facilities. In 1996, limited air service from Clark to Hong Kong began, signaling the first international flight. Renamed Disodado Macapagal Airport by Pres. Gloria Macapagal-Arroyo in 2003 to honor her father, it reverted back to Clark International Airport in February 2012. Essentially, hot air is lighter than cool air, because it has less mass per unit of volume. A cubic foot of air weighs roughly 28 grams (about an ounce). If you heat that air by 100 degrees F, it weighs about 7 grams less. Therefore, each cubic foot of air contained in a hot air balloon can lift about 7 grams. That's not much, and this is why hot air balloons are so huge -- to lift 1,000 pounds, you need about 65,000 cubic feet of hot air.<p></p><p>A hot air balloon is a lighter-than-air aircraft consisting of a bag, called an envelope, which contains heated air. Suspended beneath is a gondola or wicker basket (in some long-distance or high-altitude balloons, a capsule), which carries passengers and a source of heat, in most cases an open flame caused by burning liquid propane. The heated air inside the envelope makes it buoyant since it has a lower density than the colder air outside the envelope. As with all aircraft, hot air balloons cannot fly beyond the atmosphere. The envelope does not have to be sealed at the bottom, since the air inside the envelope there is at about the same pressure as the surrounding air. In modern sport balloons the envelope is generally made from nylon fabric and the inlet of the balloon (closest to the burner flame) is made from a fire resistant material such as Nomex. The first untethered manned hot air balloon flight was performed by Jean-François Pilâtre de Rozier and François Laurent d'Arlandes on November 21, 1783, in Paris, France, in a balloon created by the Montgolfier brothers. The first hot-air balloon flown in the Americas was launched from the Walnut Street Jail in Philadelphia on January 9, 1793 by the French aeronaut Jean Pierre Blanchard. Hot air balloons that can be propelled through the air rather than simply drifting with the wind are known as thermal airships.</p><p>To keep the balloon rising, you need a way to reheat the air. Hot air balloons do this with a burner positioned under an open balloon envelope. As the air in the balloon cools, the pilot can reheat it by firing the burner.</p><p>Modern hot air balloons heat the air by burning propane, the same substance commonly used in outdoor cooking grills. The propane is stored in compressed liquid form, in lightweight cylinders positioned in the balloon basket. On November 26, 2005 Vijaypat Singhania set the world altitude record for highest hot air balloon flight, reaching 21,027 m (68,986 ft). He took off from downtown Mumbai, India, and landed 240 km (150 mi) south in Panchale. The previous record of 19,811 m (64,997 ft) had been set by Per Lindstrand on June 6, 1988, in Plano, Texas.<p></p><p>Because the propane is highly compressed in the cylinders, it flows quickly through the hoses to the heating coil. The heating coil is simply a length of steel tubing arranged in a coil around the burner. When the balloonist starts up the burner, the propane flows out in liquid form and is ignited by a pilot light. As the flame burns, it heats up the metal in the surrounding tubing. When the tubing becomes hot, it heats the propane flowing through it. This changes the propane from a liquid to a gas, before it is ignited. This gas makes for a more powerful flame and more efficient fuel consumption.</p><p>In most modern hot air balloons, the envelope is constructed from long nylon gores, reinforced with sewn-in webbing. The gores, which extend from the base of the envelope to the crown, are made up of a number of smaller panels. Nylon works very well in balloons because it is lightweight, but it is also fairly sturdy and has a high melting temperature. The skirt, the nylon at the base of the envelope, is coated with special fire-resistant material, to keep the flame from igniting the balloon.</p><p>The hot air won't escape from the hole at the bottom of the envelope because buoyancy keeps it moving up. If the pilot continually fires the fuel jets, the balloon will continue to rise. There is an upper altitude limit, however, since eventually the air becomes so thin that the buoyant force is too weak to lift the balloon. The buoyant force is equal to the weight of air displaced by the balloon, so a larger balloon envelope will generally have a higher upper altitude limit than a smaller balloon.</p><p>As with aircraft, hot air balloons require regular maintenance to remain airworthy. As aircraft made of fabric and that lack direct horizontal control, hot air balloons may occasionally require repairs to rips or snags. In the event of a landing in a wet (because of precipitation or early morning or late evening dew) or muddy location (farmer's field), the envelope should be cleaned and laid out or hung to dry.<p></p><p>The burner and fuel system must also be kept clean to ensure safe operation on demand. Damaged fuel hoses need to be replaced. Stuck or leaky valves must be repaired or replaced. The wicker basket may require occasional refinishing or repair. The skids on its bottom may require occasional replacement.</p><p>Balloons in most parts of the world are maintained in accordance with a fixed manufacturer's maintenance schedule that includes regular (100 flight hours or 12 month) inspections, in addition to maintenance work to correct any damage. The event will be held at the San Lazaro Leisure Park in Carmona, Cavite on March 6-8, 2020.<br />

For the design, the national artist was paid P4.4 million, although government seems to misrepresent that fact by insistently pointing out that the monument’s cost was largely because it is a work of art. While it is a work of art, there really isn’t much information on the structural integrity of this concrete torch and as to how faithful it is to Mañosa’s design. The artist earned his name for incorporating indigenous materials into modern design, and that much we may find wanting in the final version that Cayetano wants to sell.<br />

The Metropolitan Manila Development Authority (MMDA) has recommended the suspension of classes in at least seven universities and colleges in Manila as part of its traffic management plans for the Southeast Asian (SEA) Games next month.<br />

La Salle chancellor Br. Bernard S. Oca on Tuesday announced the development at the Manila campus "in view of activities directly connected" to the country's hosting of the SEA Games.<br />

The approval will come from the Department of Education or the Commission on Higher Education but so far, none of the agencies has responded, MMDA spokesperson Celine Pialago said on Tuesday.<br />
<br />
Classes and office work are likewise suspended in Benilde Manila and the Benilde Deaf School "due to the anticipated traffic conditions" during the SEA Games.<br />
<br />
While the MMDA did not identify the schools where it had recommended the suspension of classes for the sport event, the Inquirer learned that these were the De La Salle-College of Saint Benilde, Assumption College, Arellano School and Wesleyan College, all on Taft Avenue; St. Paul College Pasig and Poveda School, both in Pasig City.<br />

One of the schools, however, De La Salle University (DLSU), announced that there would be no classes at its campus on Taft Avenue from Dec. 2 to 7 to give way to the SEA Games. DLSU officials said they would also limit access to the campus.<br />

Since the current sales ban only covers weekdays, the MMDA also recommended banning sales on weekends for malls along EDSA and other SEA games routes, including billeting and sports venues.<br />

At the Balintawak Toll Plaza, two dedicated toll lanes will be provided for SEA Games official vehicles. These lanes will be manned by NLEX traffic personnel.<br />

When the vehicles reach the main NLEX thoroughfare, the convoy will go along the leftmost lane.<br />

The agency has also coordinated with the Truckers’ Association of the Philippines to prohibit trucks from plying NLEX from 11 am to 6 pm on November 30. Truck drivers will make their deliveries earlier than 11 am.<br />

Newbie actor Jansen Magpusao is a revelation in the lead role of John Denver, a regular kid given to occasional misdemeanors. His character was not one of many words -- he would keep his problems to himself so as not to bother and add more concerns to his harried mother -- so mostly it was only his face which had to convey the turmoil of emotions within him.<br />
<br />
Fortunately, the camera loves the 15-year old's expressive face, and the angles and lighting made his silent close-ups so poignant. His inexperience is occasionally betrayed by some awkward line delivery -- however, in this case, it actually enhanced the film's authenticity.<br />
<br />
Everything that could go wrong in a case like this was explored. The most maddening scene was that when the video statement of copra farmer Mang Mando (Glenn Mas) was digitally manipulated to seal John Denver's fate. The most chilling scene was that one-on-one confrontation scene where police officer SPO1 Rolando Corpus (Sammy Rubido) was intimidating and coercing John Denver to confess to something he never did.<br />
<br />
John Denver Trending is so successful in embracing a growing universe of problems that when it decided to end as a morality play that pins blame, its enormous efforts suddenly shrink. Sure, there is undeniable and immediate emotional heft in an ending that pits life with something as petty as an unsubstantiated theft. However, with an ending that is underwhelming, John Denver Trending loses its real luster – which is not its currency, but its willingness to explore with comprehensive and exacting detail the full picture of fragile innocence under the most unreasonable of doubts.<br />
<br />
Maybe because if the film focuses on the fact that John Denver beat up a classmate, the narrative would be difficult to push through. So it focuses instead on what would hurt the victim the most: being accused of something that he didn’t do.<br />
<br />
John Denver is already guilty of physical violence, but he’s not guilty of stealing and writer/director Arden Ron Condez uses this instead to propel the plot. It hurts like hell if you’re falsely accused by a person, but for the entire town charging you of a crime that you didn’t do, with some even jumping in to embellish the lie, it effectively breaks the spirit.<br />

Condez does not rely on relevance, as John Denver Trending is a profoundly layered film. It situates its story of the school boy amazingly played by Jansen Magpusao in the remotest of communities to pit physical disconnect with the haphazard judgments made from quick accusations, conjectures, alarming photos and sensational videos that are all uploaded online. The film works hard for verisimilitude.<br />

The sports facilities to be used for the athletics and swimming events of the 2019 Southeast Asian (Sea) Games is already 80-percent complete such that construction will be finished by end-August, ahead of the government’s deadline.<br />

Phase 1A of the NGAC project involved the development of an initial 40 hectares, including building the 20,000-seater athletic stadium, 2,000-seater aquatic center, athletes village for Sea Games participants, as well as government housing and support service facilities.<br />

SM Supermalls owned by SM Prime Holdings, Inc. and Clark Global City (CGC) owned the Udenna Group of Davao businessman Dennis Uy are planning to hold the hot air balloon fiesta here in March.<br />

This developed after the Philippine International Hot Air Balloon Fiesta (PIHABF) led by Capt. Joy Roa recently cancelled the annual event for what it said was “lack of government support.” According to Serafin Tolentino, one of the organizers of the Lubao International Balloon Festival (LIBF) who is privy to the negotiations, the two private corporations in partnership with the Bases Conversion and Development Authority (BCDA) and its subsidiary the Clark Development Corp. (CDC) are in the thick of plans on how to conduct the hot air balloon fiesta here with limited flight capabilities.<br />
<br />
This means that only tethered hot air balloons will fly. The event is planned in the first week of March at the back of SM City Clark at the sprawling area of the 177-hectare CGC which is now being advertised as the next center of economic growth in the country.<br />
<br />
Tolentino said the activities at the Clark airport cannot be compromised with a Notice To Airmen (Notam) to allow the hot air balloons to fl y with the wind, thus the tethered flights.<br />
<br />
However, Tolentino said the Lubao International Hot Air Balloon Festival is set on April 5,6 and 7 at the Pradera Verde in Barangay Prado Siongco in Lubao where balloonists from all over the world are set to participate.<br />
<br />
Meanwhile, the PIHABF, held annually every February in this freeport for more than two decades, has been cancelled for this year, according to its announcement.<br />
<br />
The organizers of the event said the holding of the annual spectacle did not push through for this year due to lack of government support.<br />
<br />
“We regret to inform you that because PIHABF has not received the commitment from our government partners on time, we will not be able to organize the annual The Philippine International Hot Air Balloon Fiesta (and The Weekend of Everything that Flies!) in Clark this coming February 2019,” a statement from PIHABF said.<br />
<br />
“Thanks to everyone’s abiding enthusiasm, the Philippine International Hot Air Balloon Fiesta (PIHABF) hosted 22 years of ‘A Weekend of Everything that Flies’ in Clark, Pampanga,” it added.<br />
<br />
However, the PIHABF also said it may organize air shows outside this freeport for this year. “We will announce plans and developments on our website, www.philballoonfest.net, and social media channels and we welcome your continued enthusiastic participation,” the PIHABF said.<br />
<br />
The PIHABF said the event is the longest-running sports aviation event in Asia, gathering aviators and spectators from around the world for four days of non-stop flying action.<br />
<br />
“From hot air balloons to aerobatic exhibitions, formation flying to radio-controlled aircraft, paragliding, skydiving, and dozens of on-ground activities, visitors are always guaranteed to have an unforgettable weekend,” the PIHABF said.<br />
<br />
It can be recalled that hot air ballooning started in Clark in 1994 to drum up attention and support to this former US air base which was devastated by the eruption of Mt. Pinatubo three years earlier.<br />
<br />
The Department of Tourism formed a committee through its Secretary Mina Gabor with regional director Ronnie Tiotuico as executive director who then organized the first hot air balloon fiesta with original members Noel Castro, Bernie Bituin, Joel Santos, Lerma Quiambao, Sol Medina, Raidis Plateros and Tolentino.<br />

Joining the organizing committee were Korean businessman and hot air balloon pilots Sung Kee Paik, British Airways general manager John Emery and German aviation enthusiasts Max Motschmann. In 1996, the event was transferred by the DOT to Air Ads, Inc. led by Roa.<br />

Rise and shine early in the day so you can get your preferred spot to watch the festivities! We’re expecting lots of people to experience the fun Fiesta, so please be prepared to stand in line while waiting to go inside.<br />

When gates open at 5AM, staff will verify your tickets and security personnel will check packages being brought in. Once inside, you can already visit the Fly Fiesta, have snacks at the food stalls, have sunrise selfies, and watch the hot air balloons being inflated.<br />
<br />
Guests who bought Hot Air Balloon Ride tickets will enter the launch area. They can chat with the pilots as they prepare for their flights! VIP ticket holders will also be able to enter the balloon launch patio and the air-conditioned lounge.<br />
<br />
Shortly after gates open, the Philippine Flag will be flown as the sun rises.<br />

<b>Morning Hot Air Balloon Flights</b><br />
Get your cameras ready! If wind conditions are favorable, the hot air balloons lift off around 5:30-6AM.<br />

Guests who bought Hot Air Balloon Ride tickets will be soaring high in their balloons!<br />

Guests who purchased pre-nup photo shoot passes will be in the designated area at this time.<br />

<b>A full day of activities</b><br />
It’s the Weekend of Everything that Flies! Paragliders, skydivers, radio controlled aircraft, dancing kites, and other aerial exhibitions will be taking turns in the sky. Don’t worry about aviation terms. Our hosts will be explaining them to you.<br />
<br />
Guests who bought tickets for skydiving, paragliding, and aircraft flights will be enjoying their rides. VIP ticket holders can stay inside the air-conditioned lounge.<br />
<br />
Meanwhile, on the ground, there’s lots to do! Try your hand at Oculus Archery or have fun with the animals at the Zoocobia booth. Fly kites. Go on a food trip at the food trucks and stalls. Visit exhibitors’ booths and you might win in their raffles and contests!<br />
<br />
As we enjoy the Fiesta, please remember to keep the Fiesta grounds clean. Please do not litter. Let us throw trash in the proper places.<br />

<b>Grounds Close at 10PM</b><br />
You can enjoy the grounds until 10PM. Camping in the Fiesta grounds after 10 PM is not allowed. Please clean as you go and throw the trash in the designated places. Thank you!<br />

I believe that this idea of Federalism gained traction as a consequence of feelings of frustration about the failure of past governments and elected leaders to lift the country to a high level of economic development that it deserves, and of desperation in the fruitless search for a solution that works. Federalism is now seen as the solution. But I am afraid it is not and I beg to disagree. I am convinced, in fact, that its adoption will only prolong the economic hardships of a large number of our people who find themselves stuck in poverty.<br />
<br />
My position against Federalism as the solution is anchored on two broad factors which I will now discuss, setting aside less significant details for the time being. These two factors are, one, the incompatible condition of the present political and economic setting from where the proposed Federalism will rise and, two, the huge complexity of the resource allocation that its successful implementation will entail.<br />
<br />
We have a unitary system of government, which in theory holds all power and from which all authority emanates. The complaint is that the power given to local governments is so little that they have failed to realize their fullest development as self reliant communities. With respect to public finance, the share of LGUs in the revenue from taxes, fees and charges collected by the government is fixed at 60-40 percent in favor of the central government. In addition, the complaint is that the age-old conflicts and secessionist movements in Mindanao continue to defy solution.<br />
<br />
All these – the failure of the LGUs to develop and the seemingly insoluble conflict in Mindanao – have been laid at the doorstep of Imperial Manila.<br />
<br />
Those calling for an end to Imperial Manila call for the federalization of the government as a means of breaking up its power and distributing it to several states so that there will be several centers of power throughout the nation. For this purpose the advocates propose the conversion of the 12 existing administrative regions into 11 states. For example, Region V, which is at present composed of Albay with Legazpi City, Camarines Norte, Camarines Sur, including the Cities of Naga and Iriga, Catanduanes, Masbate, and Sorsogon will become the State of Bicol, to be composed of the same provinces and cities, minus Masbate.<br />
<br />
Under a federal system, each of the states will be independent. Each will have its own constitution, its own government, and its own court system, in contrast to local governments which only exercise power given to them by the central government.<br />

Each state will have to have its own court system, with the jurisdiction of each court clearly defined, and provide for appeals to the National Supreme Court in some cases. The National Supreme Court will exercise original jurisdiction over interstate commerce and transportation and appellate jurisdiction over cases arising from or between the states which involve the application and interpretation of the Federal Constitution and the federal laws. Give the establishment of a state court system and the appellate or review processes up to the national level another three years. This matter should be given careful study. Much of the business of the US Supreme Court consists of adjudicating cases involving diversity of jurisdiction because of its dual court system.<br />
<br />
That already is a total of nine years. But what about the training of leaders in public policy, since each state is now going to determine its policies? What about the development of its economy, how long will it take to grow the region so that each state can stand on its own two feet? What about preparing people for the duties and responsibilities of statehood, all cast in the context of duties and responsibilities to the broader Nation? More than the amendment of the Constitution is the amendment of men’s nature. This is likely to take a much longer period, not just years but perhaps a whole generation or several epochs.<br />
<br />
Curiously, the ten-year period is similar to the ten-year transition period given by America to Filipinos before the grant of independence to them.When well-meaning leaders doubted whether ten years would be sufficient to prepare Filipinos for independence, President Quezon said dismissively, “I prefer a government run like hell by Filipinos to a government run like heaven by Americans.” But can we dismiss apprehensions about changing the system of government when it also calls for changing the mindset and habits of thinking of people who for over a 100 years have not known of any regime but unitary system?<br />
<br />
This process of federalization as proposed is in the opposite historical direction of the formation of federal states. Federal systems are usually the results either of the agreement of several states to form a union or of the organization of several territories or colonies into a federal system by a colonial power.<br />
<br />
For example, the United States of America was formed out of 13 colonies which, after declaring their independence from Great Britain in 1776, formed a confederation or “perpetual Union” and, when this proved to be weak, adopted the present US Constitution which provides for the present federal system of government.<br />
<br />
Another example is the Federation of Malaysia, which was formed out of several separate units or territories held successively by Portugal, the Netherlands, and Great Britain. In 1944, the British government tried to organize them (except Singapore) into a single state, the Malayan Union, but strong opposition forced it to abandon the plan. Instead, on February 1, 1948 the Federation of Malaya, which later became the present Federation of Malaysia, was formed.<br />
<br />
No one, however, has advocated federalism as a cure for the concentration of powers per se.<br />
<br />
The truth is that we don’t really have a fully centralized unitary government, but one with a decentralized system of local governments. Local autonomy is a constitutional policy and decentralization a constitutional mandate. Both are rights of local governments which cannot be taken away from them. Local officials are elected, not appointed by the central government, and their tenure is guaranteed. They have the power to create their own sources of revenue and raise taxes. They have a right to share in the taxes, charges and fees collected by the central government as well in the utilization and development of natural resources within their areas.<br />
<br />
The argument that federalization will promote local development and encourage citizen participation in government is precisely a policy argument for decentralization. In 1967 Congress enacted the Decentralization Act (R.A. No. 5185) granting “local governments greater freedom and ampler means to respond to the needs of their people and promote their prosperity and happiness and to effect a more equitable and systematic distribution of governmental powers and resources.” Thus, “the performance of those functions that are more properly administered [at] the local level” are entrusted to local governments which are granted “as much autonomous powers and financial resources as are required for the more effective discharge of these responsibilities.”<br />
<br />
It was only through oversight that the Commission failed to make the corresponding changes in the Amendment Clause. But, as Commissioner Suarez, the Chairman of the Committee on Amendments and Transitory Provisions, said when asked what his committee would do in the event the Commission decided to have a bicameral legislative body, they would include the words “IN JOINT SESSION ASSEMBLED.”<br />

Indeed, if Congress is required to meet in joint session but vote separately in performing the functions just enumerated, it stands to reason it must be required to observe this same procedure when performing its highest function of amending or revising the fundamental law. To contend that Congress can propose amendments to the Constitution in the same way as in passing ordinary legislation is to forget the lesson of Marbury v. Madison that “as a superior paramount law, the Constitution is unchangeable by ordinary legislative acts.”<br />
<br />
To sum up, we don’t need to change to a federal system but only push hard for decentralization to break up the concentration of power in the central government, and therefore we don’t need to amend or revise the Constitution. As the Clark International Airport slowly becomes an option to decongest air traffic in Metro Manila, it goes without saying that vehicular congestion in Angeles, Pampanga will slowly increase adding to the traffic that tourists who frequent the sites and attractions already bring.<br />

In line with this, Clark Development Corporation (CDC) has already begun construction of a Php 34.4 million transport depot right behind SM City Clark in Angeles, Pampanga.<br />
<br />
This will serve as a public transport facility for buses, jeeps and taxis while also serving as a passenger terminal. It will have 342 parking slots for jeeps and taxis, 18 slots for buses and kiosk-type spaces for commercial use.<br />
<br />
The transport depot, which sits on 4,100 square meters of land, will connect directly to the soon to be finished Php 176 million Clark-Mabalacat-Angeles Road (CMAR) upon its completion before the end of the year.<br />
<br />
CMAR is a six-kilometer, double lane road project that is expected to ease traffic in Angeles and Mabalacat.<br />
<br />
"This project, along with other road improvements in Clark, would be vital in keeping order and traffic flow in and around Clark. A little inconvenience may be experienced by some during construction for which we apologize but the end result would be beneficial to the majority,” said Engineer Teresito Tiotuyco, CDC assistant vice president for Technical Services.<br />
